Lics is nice and central so it gets the most people coming out. We've gone through this numerous times before and everyone knows that trying to accomodate everybody often ends up in nothing being planned at all. Lets keep it simple and go with whats worked well in the past

They've opened another location near Wentworth. It's a far drive for some, but it's a pretty ample parking lot.

How about Village Ice Cream on 10 Ave SE? There's a Cul-De-Sac and some fantastic lighting from the LED's on 4th ST SE!
