Think of a relay as a light switch. There is constant power to one side and then the fog lights are on the other side of the switch. You automate the switch by powering a secondary circuit which is from the headlight switch to the ground coming directly off the relay

Driver side fog works but still stays on forever when key is removed from ignition. Passenger side is not receiving power in the relay harness. I took a random piece of wire and was able to get the passenger side to work by bridging to the driver side wire in the harness.

The only thing i can think of is ECS harness is not working.
